Members are invited to a Meeting of the Licensing Sub-Committee

to be held in the Conference Room, Riverside,

on Tuesday, 6 July 2021 at 4:00pm

In order to comply with coronavirus regulations and guidance, the number of people at this meeting will have to be restricted to only those whose attendance is reasonably necessary.

Ordinarily, East Suffolk Council encourages members of the public to attend its meetings but on this occasion would encourage the public to watch the livestream, via the East Suffolk Council YouTube channel instead at https://youtu.be/q46fozoA9Yw

If you do believe it is necessary for you to be in attendance we encourage you to notify Democratic Services, by email to democraticservices@eastsuffolk.gov.uk, of your intention to do so no later than 12 noon on the working day before the meeting so that the meeting can be managed in a COVID secure way and the Team can endeavour to accommodate you and advise of the necessary health and safety precautions.

However, we are not able to guarantee you a space/seat and you are advised that it may be that, regrettably, we are not able to admit you to the meeting room.

The Democratic Services Officer opened the meeting and sought nominations for a Chairman.

On the proposition of Councillor Ashdown, seconded by Councillor Newton it was

That Councillor Janet Craig be elected Chairman for the meeting.

The Sub-Committee received report ES/0829 of the Acting Licensing and Legal Services Manager. The Chairman invited the Senior Licensing Officer to summarise the report.

The Sub-Committee was advised that the Latitude Festival was an annual three-day event, held at Henham Park. One of the festival's arenas was dedicated to film and music and Festival Republic, the applicant, sought classification for several short films that would be shown during the festival. The Senior Licensing Officer stated that the Sub-Committee had viewed the films earlier that day.

The Licensing Sub-Committee announced its decision on the classification of the following films:

Lit - 15

Alex Brooker's Comedy Short - 15

Morgana Robinson's Comedy Short - 15

Jonny Pelham's Comedy Short - 15

Katherine Ryan's Comedy Short - 15

Susan Wokoma's Comedy Short - 12

When announcing its decision, the Sub-Committee noted that the applicant had suggested that Susan Wokoma's Comedy Short could be classified as a 15 certificate; the Sub-Committee stated that it did not consider that the content of the film met the BBFC classification criteria for a 15 certificate and considered it could be given a 12 certificate.

The Chairman advised that any party aggrieved by the Sub-Committee's decision could appeal to the Magistrates' Court within 21 days of its decision.
