East Suffolk Council could have refused to transfer the land. To not agree to the transfer would have been unfair to both the developer and leasehold property owners.

That it be agreed to transfer the freehold of the two areas of land as outlined in the appendices to report ES/0965 in red at nil consideration to Bloor Homes and the Freeholder of 14 Marine Parade Walk, respectively.
