To approve £200k virement in ESC’s currently approved Capital Programme to fund to fund RIBA stage 3 design works for the Leiston Market Square project. This represents the next key stage of the development and delivery of this scheme and will provide a detailed design and cost plan. The results of the RIBA stage 3 works will inform a Full Council decision on approving part funding (external funding is also currently being negotiated) for the construction phase of the project

Reason for Decision
To complete RIBA 3 detailed design and costings for the proposed Leiston Market Square scheme which is a necessary step required before progressing to construction.
Alternative Options Considered and Rejected
The only other option would be to not progress the scheme thereby negating the need for RIBA 3 design works. The scheme is fully supported by Cabinet, ward members and local stakeholders. Not progressing would result in missing a rare opportunity to deliver a major town centre enhancement, secure significant external funding and potentially inflict serious reputational damage on ESC since the Council has been working with local stakeholders for several years to bring this project to fruition.
