Authority to proceed with a partnership agreement between East Suffolk Council and British Cycling to support the appointment of two roles within ESC’s Leisure Team: a Community Development Officer and a Community Coach. This partnership represents a significant opportunity to enhance access to cycling across East Suffolk, contributing to key strategic aims in health, sustainability, and community engagement. Reason for Decision
That British Cycling is the National Governing Body for cycling and that they have the framework to deliver the initiative. This will see two British Cycling-employed officers hosted by East Suffolk Council, with desk space and day-to-day support provided by the leisure team. The Community Development Officer (2-year contract) will focus on increasing local cycling participation and supporting club-level growth, while the Community Coach (2-year contract) will deliver inclusive, high-quality coaching programmes tailored to our communities.

Alternative Options Considered and Rejected
Officers looked at other suitable organisations and whilst there are other groups and organisations who can deliver activity, British Cycling are best suited to successfully deliver programmes and organising the increase of local cycling participation and supporting club-level growth. Other organisations will be used to deliver individual programmes.
