Matter for Decision (to consider...)
To seek authority from the Councils Housing Service Portfolio Holder to outsource statutory functions to a third party – ‘Housing Reviews Limited’ to enable East Suffolk Council, to effectively discharge its statutory duty under section 202 Housing Act 1996.
In addition, permission is sought for the Head of Housing to have delegated authority to enter into contract with Housing Reviews Limited or other organizations delivering this service by following a competitive procurement process as required.
The third party will work with the Council by making and detailing all relevant enquiries, writing review decision letters and adhering to the requirements as set out in the Homelessness Regulation 2018.

Review resources and employ a reviewing officer that will not be involved with the case to conduct a review. However, this will require a higher financial investment for the Council.
