After 18 months of negotiations under the original model,   no grants have been awarded to any sites and there was a need to further incentivise applicants.

Based on feedback from prospective applicants, and counterparts elsewhere within the country, reducing the financial and project management burden on the applicants will make the scheme more attractive to applicants. The appointment of a scheme contractor would allow for greater economies of scale, better programming and improved level of quality assurance over the works completed.

Continue with the current delivery model and grant scheme, however little progress has been made over the last 18 months. There is a continued risk that properties won’t come forward and the grant fund would need to be returned. 
Decision Proposed:

That Cabinet: 

1. Approved the amended ‘opt in’ delivery model to the PSiCA scheme. 

2. Granted delegated authority to the Strategic Director, in consultation with the Leader of East Suffolk Council, to procure and award the contract for a scheme contractor, on terms that best protect the Council’s interests and after undertaking a procurement exercise pursuant to the Council’s Contract Procedure Rules and Public Contract Regulations 2015.
