Following the motion for investigation at Full Council in July 2024, investigations carried out by officers, subsequent discussions with Group Leaders in May 2025, and consideration by Overview & Scrutiny in September 2025, Cabinet have been asked to review.

Options for consideration, given the feedback described above, include:
  • Limited adoption - Initially adding the Decision Wheel to the project management framework as an optional tool along with some clear guidance for its use. In this way it would raise awareness of our strategic objectives and align with our existing framework but not making it a mandatory process for Cabinet and Council reports.

 

  • Policy only – Use the decision wheel only when implementing or agreeing key Policy initiatives, rather than all projects or proposals requiring decision.

 

  • Continued consultation - testing its use with selected projects and gathering further feedback from users, in preparation for widening use at an appropriate time as success dictates. 
  • Full adoption – implement, refine and fully roll out the adoption of the East Suffolk Decision Wheel as described in this paper.

 

  • Re-design at an appropriate time - our pilot wheel could be re-designed to consider the UN Sustainability Goals to make it a more objective analysis of impact on the environment but less local to our own objectives, or as we are currently investigating the Marmot Place initiative, it may introduce another set of indicators needing to be aligned and understood in the near future.

 

  • Prepare for unitary development – we could work to further refine and rather than implement for East Suffolk at this stage, prepare to take forward into Unitary proposals.

 

  • Do not implement at this time – the motion asked for an investigation to be carried out, which has taken place.
Decision Proposed:

That Cabinet:

1. Reviewed the investigations and proposals carried out on an East Suffolk version of the Cornwall Decision Wheel.

2. Did not fully adopt the East Suffolk Decision Wheel at this time but adds it to the corporate Project Management Framework as a tool for officers to use, when managing projects or policy adoption (limited adoption).

3. Recommended that this approach to decision making is carried forward once the outcome of Local Government Reorganisation is known to feed into discussions for the unitary council creation (prepare for unitary development).
