Currently ESC has over 50,000 subscribers to the garden waste collection service. Many of these residents have a green bin with a green lid. The generally accepted (WRAP) colour for garden waste bins is brown. This hasn’t been a problem until now, but with the introduction of Better Recycling in 2026, one of the new waste streams we are introducing is fibres, i.e. paper and card. The approved colour for fibres is green, and the current plan is that we will be delivering a new grey 240l bin with a green lid to every household in East Suffolk for the collection of fibres.

 

To avoid confusion for residents, we wish to purchase sufficient brown bin lids to replace the green lids currently on garden waste bins. This work will be carried out by ESSL, so to allow sufficient time for them to carry the work out we wish to carry out a procurement process to purchase these lids as soon as possible

Further Information:
Initial enquiries have indicated that to purchase sufficient brown bin lids will cost c.£300,000, with distribution and fitting c.£50,000.

1. The procurement of a contract to supply sufficient brown bin lids to replace green lids currently in use on garden waste bins. 

2. Delegated authority to the Strategic Director with responsibility for Corporate Services, in consultation with the Cabinet Member for Corporate Services, to enter into a contract for the supply of brown bin lids and for legal services to seal the resulting contract.
