There was a lack of resources to achieve action on a significant number of long-term empty homes that represent a wasted resource. Creating a dedicated programme represented a cost-effective investment to bring back into use homes via a variety of options.
Documents to be Given to Decision Maker:
Do nothing to encourage the re-occupation of long-term empty homes, other than continue to charge the permitted Council Tax Premium.
Continue to deal with problematic long term empty homes on an ad hoc basis as resources are available.
Decision Proposed:
That the revenue funding to deliver a three year long term empty homes programme be approved.
