1 Election of a Chair

To elect a Chair for the Licensing Sub-Committee.

On the proposition of Councillor Dean, seconded by Councillor Green, it was

 

RESOLVED

 

That Councillor John Fisher be elected as Chair of the Licensing Sub-Committee for the meeting.

Report of the Senior Licensing Officer.

The Sub-Committee received report ES/1672 of the Senior Licensing Officer, which requested the classification of a series of short films to be screened at venues across Lowestoft as part of the Lowestoft Film Festival between 20 and 27 October 2023.

 

The report was presented by the Senior Licensing Officer and the Sub-Committee was asked to determine the appropriate admission for the films in accordance with the British Board of Film Classification (BBFC) guidelines.  Members confirmed that they had viewed the films prior to the meeting.

 

The Chair invited the Sub-Committee to comment on the films.  Members highlighted where they had disagreed with the recommended classification for some of the films being considered:

 

  • LUCID - recommended for a higher classification due to depictions of sexual contact
  • Animals - recommended for a higher classification due to bad language and reference to suicide
  • The Cornucopia Club - recommended for a higher classification due to depictions of violence to promote animal rights
  • Kalopsia - recommended for a higher classification due to depictions of smoking and violence
  • A Crook's Tale - recommended for a higher classification due to bad language and depictions of violence
  • To the Brink - recommended for a higher classification due to depictions of violence
  • My Possessive Father - recommended for a higher classification due to frightening content not suitable for younger viewers

 

Therefore, having applied the guidelines of the BBFC, it was
