1 Election of a Chairman

To elect a Chairman for the Licensing Sub-Committee

The Democratic Services Officer (Regulatory) opened the meeting and sought nominations for a Chairman.

 

On the proposition of Councillor Cooper, seconded by Councillor Back it was

 

RESOLVED

 

That Councillor Colin Hedgley be elected as Chairman of the Licensing Sub-Committee for the meeting.

2 Apologies for Absence

To receive apologies for absence, if any.

Apologies for absence were received from Councillor Alison Cackett, who had been listed as the reserve Member on the published agenda.

Members and Officers are invited to make any declarations of interests, and the nature of that interest, that they may have in relation to items on the Agenda and are also reminded to make any declarations at any stage during the Meeting if it becomes apparent that this may be required when a particular item or issue is considered.

Report of the Senior Licensing Officer

The Sub-Committee received report ES/1320 of the Senior Licensing Officer, which related to the classification of a series of short films to be screened at three venues across Lowestoft, as part of the Lowestoft Film Festival.

 

The Senior Licensing Officer advised that a request had been received to arrange for the classification of several short films to enable them to be screened at Old Court Buildings and the Britten Room at Lowestoft Library on 22 and 23 October 2022, and East Point Pavilion from 24 to 28 October 2022. 

 

As the films had not been shown to the public before within East Suffolk, the Sub-Committee was asked to give them a suitable classification in accordance with the British Board of Film Classification (BBFC) guidelines.  The Sub-Committee had viewed the films in the week prior to the meeting.

 

The Chairman invited the Sub-Committee to comment on the films.  Members commented on the talent seen in the films, the bleakness of some and the brilliance of others.  The Sub-Committee considered that most of the suggested classifications were appropriate but several of the films warranted a higher classification as they contained bad language, depictions of drug use and sexual content.  Councillor Cooper particularly commended one of the films, titled "A Love Letter to Row 116".

 

It was noted that two of the films, "YH723" and "Small Town, Big Hell" had previously been viewed and classified by the Council.

 

Having applied the guidelines of the BBFC it was

 

RESOLVED

 

That the films to be screened at Old Court Buildings and the Britten Room at Lowestoft Library on 22 and 23 October 2022, and East Point Pavilion from 24 to 28 October 2022, as part of the Lowestoft Film Festival, be classified as follows:
