There were no apologies for absence.
The Chairman announced the presence of the substitute and explained that the substitute had attended so that if anything happened to a Member of the Sub-Committee before the hearing commenced, or if one of the Members were to be taken ill during the meeting, the substitute could take their place. The Chairman also advised that the substitute was remaining for the duration of the hearing and the intention was for the substitute to retire with the Sub-Committee, when it was to consider its decision for training purposes. The substitute would not participate in the deliberations or in the formation of the decision. The Chairman sought clarification as to whether there were any objections to the substitute retiring with the Sub-Committee. There were none.
