The purpose of the report was to recommend the adoption of the East Suffolk Developers Charter. The Developers Charter supports and encourages developers to go above and beyond the minimum requirements of planning policy and Building Regulations,  establishes the Council’s high-level expectations of major residential development in East Suffolk, promotes meaningful approaches to engagement and communication with local communities, and sets the basis for providing recognition to developers that achieve high standards at the planning and construction stages of development. It also identifies ways 
that the planning service will reciprocate in the service offered. where the Developers Charter is engaged with, and it sets aspirations for positive engagement from communities in the process.

1. Adopt the Developers Charter. This would mean the Council has a tool to encourage and support high quality development across the district.

2. An alternative option would be to not adopt the Developers Charter and continue to implement the planning policies without the Developers Charter encouraging and supporting higher standards. However, this would be a missed opportunity to deliver high quality development that goes above and beyond planning policies and Building Regulations.

1. Adopted the East Suffolk Developers Charter.

2. Supported the introduction of awards for developers, and authorised the Head of Planning, Building Control and Coastal Management in consultation with the Cabinet Member for Planning and Coastal Management, to agree the detail of an assessment and recognition scheme.

3. Authorised the Head of Planning, Building Control and Coastal Management, to make any presentational or typographical amendments to the Developers Charter prior to it being published.

4. Authorised the Head of Planning, Building Control and Coastal Management to add any future beneficial minor inclusions or amendments to the Developers Charter through consultation with the Cabinet Member for Planning and the Local Plan Working Group.
