1. That £365K of capital funding to take this project through procurement and to carry out the redevelopment, inclusive of all associated fees and charges, be approved.

2. That a supplementary revenue budget of £8,000 in 2024/25 to cover associated project revenue costs; specifically relating to temporary toilet provision during the construction phase be approved. 

3. That delegated authority be granted to the Strategic Director, in consultation with the Cabinet Member with responsibility for Corporate Services - Digital, Customer Services, HR & Assets, to procure and enter into all of the necessary contracts and agreements to enable the construction of the development to be carried out, on terms that best protect the Council’s interests.

Reason for Decision
To continue with the Council’s cyclical redevelopment of key assets that enhance the resort experience for residents and visitors to Felixstowe.
Alternative Options Considered and Rejected

1. The decision on whether to include Changing Places facilities at the site was investigated, but as there are new facilities that offer this at the nearby Sea Shore Village, it was determined that tripling the number of disabled toilets would be more relevant.

2. A number of options for the public conveniences have been discussed over the last decade, all discounted due to cost and practicalities. These include:

2.1. Developing the site as a toilet block with a concession attached
2.2. Demolishing the block and building elsewhere, such as on Convalescent Hill carpark or at the top of the gardens
2.3. Demolishing the site and replacing with a fabricated building
2.4. Demolishing the site and not replacing, which would leave a gap in resort provision
