1. Adopted the Houses in Multiple Occupation ‘Exceptional Circumstances’ Guidance Note at Appendix A.
2. Authorised the Head of Planning, Building Control and Coastal Management, in consultation with the Cabinet Member for Planning and Coastal Management, to make any presentational or typographical amendments to the Houses in Multiple Occupation ‘Exceptional Circumstances’ Guidance Note prior to it being published.
Reason for Decision
The purpose of the report was to recommend the adoption of the Houses in Multiple Occupation ‘Exceptional Circumstances’ Guidance Note (Guidance Note). The Guidance Note supports the implementation of Waveney Local Plan policy WLP8.4 (Conversion of Properties to Flats). In so doing, the Guidance Note provides guidance as to the circumstances that should be deemed to be exceptional in relation to planning applications for conversions to houses in multiple occupation (HMOs)
Alternative Options Considered and Rejected
1. Adopt the Houses in Multiple Occupation ‘Exceptional Circumstances’ Guidance Note, meaning the Council has up-to-date guidance to support the implementation of Waveney Local Plan policy WLP8.4 (Conversion of Properties to Flats).
2. An alternative option would be to not adopt the Guidance Note and continue to implement policy WLP8.4 (Conversion of Properties to Flats) without the additional guidance. However, this would be a missed opportunity to provide further clarification on the requirements of the policy, and address some of the frequently raised matters that arise through the development management process, and so ultimately support effective implementation of the Waveney Local Plan policy and see the earlier delivery of appropriate HMO accommodation, for which there is a considerable unmet need.
