That Cabinet:

  1. Approved an additional revenue budget of £420k for a three-year extension from April 2025 to March 2028, of the core Youth Employment Service in East Suffolk and match the external funding secured from the Nuclear Decommissioning Authority. 
Reason for Decision
Continued support for the YES programme is in line with Strategic Plan priorities across the Thriving Economy and Tackling Inequalities themes. ESC approval of match funding against the successfully secured NDA funding will also support an enhanced provision which is needed to effectively address the evolving NEET challenge. Providing three years funding also allows the service time to adapt to social and economic challenges as well the time to integrate and adapt to new national programmes. It will provide an opportunity for the service to form partnerships with NSIPs, supply chain, and local businesses. It is proposed that the funding be allocated for three years given the long term impacts of economic challenges and fluctuations on young people in East Suffolk and the need for this vulnerable cohort to have consistent and stable support.
Alternative Options Considered and Rejected

 

Option 1 – Do nothing and allow the East Suffolk YES programme to continue to its contractual conclusion at the end of March 25. This would result in no comprehensive support being provided within the district for young people at risk of being NEET and long-term unemployed. This will also significantly impact the already funded enhanced Youth Employment Service, where funding has been secured for two years to improve the impact of YES in rural areas and hard to reach groups. The funding for the enhanced service can only be provided by the NDA where match funding has been secured. In the case of the Youth Employment Service, the match funding is the core Youth Employment Service.

 

Option 2 - To agree funding for a two-year extension (with a 12-month extension) of the core youth employment services in East Suffolk.

 

Option 3 - To agree funding for a three-year extension of the core youth employment services in East Suffolk. It is recommended that the funding be allocated for three years given the long-term impacts of economic challenges and fluctuations on young people in East Suffolk and the ability this provides to deliver a consistent and stable programme for this vulnerable cohort.
