1. The draft HRA budget for 2025/26, and the indicative figures for 2026/27 to 2028/29;

3. Effects of the cost-of-living crisis to the HRA
Reason for Decision
This report provides the relevant information to enable Cabinet to review, consider, and comment upon the proposed 2025/26 to 2028/29 Housing Revenue Account (HRA) budget as required under the Budget and Policy Framework.
As set out in the Council’s Financial Procedure Rules, the Chief Finance Officer is responsible for preparing and submitting reports on revenue budgets to Cabinet and Council.
Alternative Options Considered and Rejected
HRA Budget Setting: The Housing Revenue Account Budget forms part of the Council’s Budget and Policy Framework. The Council is required to set an annual budget and therefore no other options have been considered for this.
