Budget Provision:
- The new strategy will provide a vision for officers, members, suppliers, and the public on what we want to achieve through our procurement activities and how we will deliver this.
- It will enable the Council to move forwards and develop from our current position to that of a local leading exemplar in local government procurement.
- It will increase the importance of key concepts like sustainable procurement, local procurement, green procurement and Social Value which support the Council’s main strategic objectives.
- The Action Plan will allow for measurable performance of procurement.
- The Action Plan will be a dynamic document, continually reviewed to make sure it is relevant, acknowledging that legislation and best practice develop over time.
- The Procurement Strategy 2024-2028 aligns with the principles of the new Procurement Act 2023 and supporting regulations which will come into force October 2024.
Documents to be Given to Decision Maker:
- Option One: The Cabinet approves the adoption of the Procurement Strategy 2024-2028.
- Option Two: The Cabinet does not approve the Procurement Strategy 2024-2028 and the current strategy for 2022-2025 (which aligns with the previous strategic plan) remains in place.
Decision Proposed:
- That the Procurement Strategy 2024-2028 be approved.
- That delegated authority be granted to the Strategic Director with responsibility for Corporate
Services to develop an Action Plan for delivery of the Procurement Strategy for
approval and oversight by the Portfolio Holder for Resources and Value for Money.
